The Alliance
Southern Gateway Alliance (SGA) is a partnership of government and industry that is jointly responsible for the design, development and delivery of the New Perth Bunbury Highway (NPBH).
Three industry leaders - Leighton Contractors, WA Limestone and GHD - have come together to work alongside Main Roads Western Australia (Main Roads), the State’s road agency. Each brings select and substantive knowledge to the project as specialists and innovators within their field. (NOTE: have these as hyperlinks to the sections below)
Over 300 people from the four participant organisations are working as one unified team to achieve excellence in design and construction.
To help us deliver this massive project, the services of over 1000 local suppliers and sub-contractors are being engaged. This not only provides a direct injection to the local economy, but also creates opportunities to expand capability within the region.
Operating collaboratively, the Alliance seeks opportunities for improvements in environmental, social and economic outcomes resulting from the NPBH.

WA Limestone is an entrepreneurial Western Australian family owned company originating in 1973.
The company comprises wholly owned subsidiaries WA Bluemetal, WA Premix and the Limestone Building Company. With quarries throughout the metropolitan area and a focus on customer service, WA Limestone has become a leading provider of raw and processed materials and the State’s biggest supplier of road construction material.
The business is recognised as the top producer of groyne construction materials in Western Australia, top supplier of crushed limestone and processing capabilities, and number two supplier of sand. WA Limestone excavates, processes and markets over one million tonnes of sand annually from its own resource bank in the State.
The company has been involved in a number of major projects including Mindarie Keys, Hillarys’ Boat Harbour and the breakwaters at Fremantle and Dawesville.

GHD’s participation endorses the company’s extensive leadership capabilities in developing innovative solutions for the transportation industry within alliance structures.
Main Roads is the major statutory organisation responsible for the stewardship of the state’s $14.3 billion road network. As one of the largest geographically spread road agencies in the world, Main Roads covers 2.5 million square kilometres, with a matching diversity in climate and road user needs.
As the state’s road network manager, Main Roads manages both networks and assets of some 17,800 kilometres of national highways and state roads with a replacement value of more than $16.4 billion. Main Roads works with Local Government to ensure that Western Australians are provided with an efficient road network that supports the State’s integrated transport system.
By 2010, Main Roads’ vision is to be recognised as the leading Australian road agency in achieving the benefits of Intelligent Transport Systems (ITS).
Through the use of ITS, Main Roads will deliver systems that apply information, communications and control technologies to improve safety and operation for each of its transport networks. With a purpose to provide safe and efficient road access resulting in community satisfaction and economic prosperity, Main Roads is a key strategic partner of the Alliance.
The Alliance Board
The Alliance Board is responsible for the governance and conduct of the Southern Gateway Alliance. Their primary function is to provide leadership and ensure the Alliance Agreement is implemented smoothly and efficiently.
The Board comprises representatives from each of the participant organisations.

The Alliance Board has selected and appointed Joe Trio as the Alliance Project Director.
The Alliance Management Team
The Alliance Management Team is lead by Joe Trio the Project Director and made up of senior functional managers who are responsible for the day to day management of the Alliance and the successful delivery of the project.

The Project Team
The Project Team is made up of discipline specialists who are responsible for executing the work required to deliver the New Perth Bunbury Highway.
Project offices have been established in Baldivis and Osborne Park to host the project team and enable all disciplines of the project to work side by side to collectively achieve our mutual goals. Compounds have also been set up along the site to support the construction teams on the ground.
There are currently over 300 members in our project team.
Employment
To deliver such a large project, SGA is regularly recruiting suitable personnel.
People with experience in road construction, bridge and civil structures are encouraged to apply.
SGA asks that applicants be committed to excellence in the workplace, have a solid work history and work ethic. It is mandatory for all applicants to have attained a current construction industry Safety Awareness Training Blue Card.
